i dont think that e2fsprogs (the rpm that tune2fs belongs to) that comes 
with rh7.1 support ext3 yet (somebody correct me on this if i'm wrong). 
kernel versions can support a feature but these features mean nothing if 
userland tools to manage them dont support it yet. try upgrading your 
rpm via rpmfind.
