Yes i think the term they used when i was last there was: "Dynamically
assigned static ip"...

Note though that they hardwire your IP to the network card MAC address you
have, so if you change ethernet cards, you need a call to the helpdesk.

I'm not sure if they still do the same practice now.  Most probably yes.
