XFce's not having a panel is actually something I love about it. I use
the WindowList, instead. This is normally bound to right-clicking the
desktop space, or if you have them Windows keys on your keyboard, can be
bound by using xmodmap to map keycodes 115, 116 and 117 to F13, F14 and
F15, and then making sure the following is in your /etc/X11/xfce/xfwmrc:

        Key F13 A N Popup __builtin_root_menu__
        Key F14 A N WindowList
        Key F15 A N WindowList
