imo sudo is the nice approach. allowing users to stop/start tomcat is not just 
a simple privellege to do that, but rather they may be developers who need to 
edit or deploy in web-apps directory inside tomcat.

If he is using Catalina, afaik, its quite stable compared to its predecessor.
