Try dbf2pg if you're looking for a binary program that converts xbase
(.dbf) to postgres format. Then just create the script. Warning - it
ain't perfect for all... :)

dbf2pg is available via anonymous ftp from
ftp.neros-world.com/pub/msql/contrib/dbf2mysql

There are also Perl routines which can do xbase->postgres (haven't used
them though Orly mentioned of it a couple of months ago).
