Congratulations on chasing this down. As you found, there are known problems with that motherboard chipset, the necessary APIC support, the AIC7xxx driver, and Red Hat's kernels. An additional way around that problem would be to install Vermillion rather than Red Hat. Vermillion is what was formerly Red Hat with VA Linux Enhancements (RH-VALE), the RH-with-bugfixes maintained and issued to the public by VA Linux Systems, Inc. When VA Linux exited the hardware and Linux businesses and laid off practically all of its engineering staff, several of those staffers lead by Michael Jennings decided that RH-VALE was too good to let die, and so are continuing to maintain it under a new name.
