Well yes, AT Commands. But there are some extensions implemented on all GSM
modems, and also there are some extensions that are vendor and modem
specific. For example, in my Ericsson R320, there are some commands that are
useful only in this phone but not on other phones. Most of those commands
are just for the phone anyway, like things for changing the configuration of
the phone, like the ringtone, backlight settings, etc.

But you can use GSMLib if you're making a program from scratch, or you can
use some of the commandline tools that it comes with. There's also a GUI
frontend named xgsmlib, but it's still alpha-quality for now.
