local internet use monitoring, more like it...
reason: we would like to limit students' use of the internet, so
after, say, 30 hours monthly of usage, they cannot access anymore.
they have to pay if they like...
I'll look into RADIUS, though...

What do you mean by this? Do you mean billing someone for
connection time? All ISP's that use dialup use RADIUS accounting to do
this. There are many free RADIUS servers and clients that have been
adapted to do all of these things.
