i doubt that you can do it from WinXP. if you've got internet access, maybe
you could download tomsrtbt. it's got mke2fs on it. alternatively, if you've
got an install CD (i like Mandrake, but other distributions should work),
you could use the cd (either via rescue, or via installation but not going
all the way through install, just going as far as the partitioning part of the
install).
i don't know if either of those will work for you (depends on what kind of
removable drive you've got and whether drivers for that drive are built
into either tomsrtbt or the install CD), but those two are something to
try. if you've got 200MB or so of space, you could go all the way and
install a minimal linux (text mode tools only, console utils, etc). that
could work if tomsrtbt or the install cd/rescue doesn't work.
