can you log in as root on that box via ssh or the console?  you can
*always* fix the problem via the console.  although sometimes it's
hard and possibly not worth the trouble.   at worst, if you don't
want to go to the trouble of figuring out how to fix things through the
console, you could always just remove webmin and then reinstall
it (rpm, apt, urpmi, whatever package manager you use, or just
delete and reinstall if you installed via source).

on my webmin (comes with Mandrake 9), some interesting files (all under
/etc/webmin) are:

   config and miniserv.users

in particular: miniserv.users has this format:

root:N3kLk3Ej7miJh:0::

root has been configured to have a hardcoded password.  that's what that
hash is for (i've messed it up so it isn't the hash of my real password). 
this is what your password looks like if you choose "Set Password To"
in user administration.

now, i also have the entry:

tigern:x:0::allow 127.0.0.1

this is a user who is also a superuser but who is authenticated via
/etc/shadow (system shadowed passwords).

given the above, you could also just (as root, at the console) edit the
miniserv.users file so that the root entry says:

root:x:0::

then kill -HUP the webmin process.

and login as root with the root password (the one from /etc/shadow).
