The config for logrotate is found in /etc/logrotate.conf and/or logrotate.d directory
Logrotates trims your logfiles. No it is not crucial but you need it to reduce the size of your log files, be it squid, apache, maillog, messages, ftp logs, etc.. If you disable logrotate, you can manually trim your log files.
