ok, wget can be setup to use a certain username/password, and it has a
default. you can see the mandpage for that.

another thing is, i think what you want to do is setup anonymous ftp. if
this is what you want to do, there are man pages that come with most ftp
servers aside from more readable FAQ's that are available on the
internet. if this is what you want to do, then you could check these
neat docs out -- the man pages, FAQ's online, etc.
