Is there away to manage bandwidth on an ethernet device on outbound and
inbound traffic using a linux box?

i've seen the shapecfg utility but it says it only control outgoing network
traffic.

a rate limit on a router's ethernet interface on outbound and inbound
traffic much like a serial interface solution is also welcome.  In case
there's a solution using a cisco router, the model that i have is a cisco
3620 with 2 ethernet modules. but a linux solution is preferred, TIA.
