Saw this while browsing Freshmeat the other day. Just don't know how
well it performs...

Linux Bandwidth Arbitrator 4.2
 by astormchaser - Monday, May 26th 2003 16:56 PDT

About: Linux Bandwidth Arbitrator allows beginning-to-advanced network
administrators to control bandwidth. It is designed to be completely
turn-key in its default configuration. You just plug it into your
network trunk, and it self configures and immediately starts slowing
"bandwidth hogs". It also comes with finer controls that are easy to
use, and can be configured to target specific applications such as
Kazaa, IMAP, and POP. Traffic can be limited by host IP, subnet, and
time of day controls can be set.

Changes: This release adds a mini howto so users can add their own
custom shaping/filtering for applications. It adds application shaping
for Gnutella, Bearshare, Gnucleus, Morpheus, Swapper, XoloX LimeWire,
Phex, GnucleusLAN, and counterstrike.
