Cisco IOS with VPN option. 3DES encryption. With a 3600 or 2600 class 
router you can do software-only VPN up to E1 speed I believe. More than 
that, Cisco will gladly sell you a crypto coprocessor card for the 
2600/3600.

of course 7200 class has a more powerful processor so you might be able to 
get away with software-only VPN at higher speeds with these boxes.
