If that person has actually bothered to learn _Linux_, certainly.
At the core level where meaningful knowledge resides, all Linuxes are
pretty much alike.

That is true to the extent (and _only_ to the extent) that Slackware
guys statistically tend to have acquired core knowledge of Linux, as
opposed to scratching the surface with distribution-specific stuff.
