AFAIK, the NTC has not lifted the ban yet.  There will be a second
public hearing on the issue on August 5.

Rumor has it that if the ban is lifted only TelCos will be allowed to
use the frequencies for outdoors (bridges, outdoor access-points). 
Private companies can only use WiFi indoors but with a limited power of
1 watt maximum.
