AFAIK, the NTC has not lifted the ban yet. There will be a second public hearing on the issue on August 5. > research, experiments, and fast interconnections between academic, > commercial, and residential communities. Rumor has it that if the ban is lifted only TelCos will be allowed to use the frequencies for outdoors (bridges, outdoor access-points). Private companies can only use WiFi indoors but with a limited power of 1 watt maximum.
