No, you do not need them, not unless you want support for aRts or other
KDE-specific functionality in your xine build.  I've been using Gentoo's
portage/ system to install xine, and it does not get any KDE libraries 
at all.  I'm using xine-ui and I don't even have qt installed on my
system.
