Thre was an beta ACL with redhat but I believed it was
pulled out.  The commands were ...."facl/getfacl/setfacl" 
I think (dont remember if these are right commands).  
Never worked properly (at least to RH 7.3).  Would have
been great.  Will do all of what you describe.
