Yes, it's a module (/lib/modules/2.4/kernel/fs/ntfs/ntfs.o) Kernel modules are made if you choose the feature to be a module on a modularized kernel.
Monolithic kernels doesn't have any modules. All features are included in the compiled kernel code.
