KDE developers use another name for their qt libs. The last time I checked, 
the one they use is named "qt-copy". I don't know why it was named as such.

Since kde-3.1.4 was just released, it is possible that the qt-libs have not 
been uploaded yet. Perhaps you may check the site again in a few days.
