that is an astonishingly vague question.  suggestions:

   post here, but give enough details in your post so that
       people can get a grasp of just what you're trying to do.  

most of us are not mind readers and therefore we cannot choose
out of the millions of possible answers to your question, which one
is the right one.

e.g.,  
    1.  do you want to recompile your kernel from source so that
         you get some added capability (or remove some unnecessary
         functionality) that it doesn't/does currently have?  in that case,

    2.  do you want to configure some runtime things (control how
         the kernel does certain things?)

         specify what you're trying to do.  it might be that you can 
         set something in /proc that does what you want.

but i strongly suggest posting to the newbie list.
