Return it to the shop if you can. The only USB modems that are currently supported by Linux's USB subsystem are those that comply with the CDC-ACM standard. Even if the HCF driver exists, it only works for modems connected to the PCI bus, not the USB bus, which requires a whole other driver and a lot of other mess.
