Usually, you use:
# apt-get install foobar
But if you download somefile.deb manually and want to install it
manually instead of using apt, you use:
# dpkg -i somefile.deb
> rpm -Uvh --nodeps <file.rpm> to ??? deb
You don't want to do that.
# apt-get install foobar
instead and apt takes care of the dependency issues cleanly.
> rpm -qa | grep <file> to ??? deb
# dlocate -l foo
> rpm -e <file.rpm> to ??? deb
# dpkg --remove foo
or to remove configuration files as well:
# dpkg --purge foo
