It might be a good idea for PLUG and the other GNU/Linux orgs here in the Philippines to mount a media campaign about Linux and the Linux Counter. The former would be more long term and will probably be more comprehensive. A campaign about the Linux Counter registry might be easier to pull off and may only involve placing ads in newspapers/magazines that cater to Linux enthusiasts.
