It's hit or miss.  If a spammer previously used those IPs, then maybe.
The proliferation of Spam and virii, worms, etc has changed the landscape
of the internet as we once knew it.  Before, it was enough to ensure your
SMTP servers weren't open relays.  Now you have to protect agains these
types of issues as well!
