This is true.  They're selling bandwidth and connectivity below cost
with their 1.5k/month thingy, and so they have an explosion of customers
who are using up all their available bandwidth.  (People like Bombim
Cadiz would say that they're out to kill the dialup ISP business, and in
a way I think he's right, when you combine this fact with their
extortionary pricing of E1R2's and leased lines)  Apparently Randy's
Internet cafe suffers from this problem intermittently, which is why
I've had to install a proxy cache there to keep their web surfing speed
reasonable at certain hours.

A far cry from our connection with ETPI, where we can often get download
rates well in excess of 150k/second via BitTorrent, and that from a line
with which supposedly has a maximum bandwidth of only 256kbps.  I've
never seen that kind of speed on any PLDT DSL setup I've ever seen.
Unfortunately for Randy's store, ETPI doesn't provide service there, so
he's stuck with PLDT for good or for ill. :(
