I am of the firm belief that most of the time we can police ourselves by pouncing on errant/irritating folk or by each implementing MDA/MTA-level blocks. That would block you, and any other spunge.org users, out of MosCom. And Orly usually implements IP-level blocks using IPTables to deal with really PITA spammers (but anyone who cares to read the archives[1] would know that Orly does that, since he's told us about this approach more than once).
