edit /etc/vsftpd.conf, then set the following lines:

   userlist_enable=YES
   userlist_file=/etc/vsftpd_userlist


then append the usernames on /etc/vsftpd_userlist that you want to give the "/" root directory access rights. otherwise, all other users are locked on their respective home directories whenever they try to change the directory to the "/" or root parent directory.

finally, restart the ftp service.
