Not at all. The shell provides a pleasant environment for integrating your development tools. It's scriptable and supports pipes as a simple but flexible architecture for connecting tools together.
It's still a very friendly and comfortable programming environment; it's relatively easy -- compared to all-in-one IDEs -- to automate test, build, and deploy procedures.
I have nothing against IDEs. I use several in the course of my work day. IDEs are okay on lone wolf projects but are less ideal in a team project where the development artifacts -- files, scripts, schemas -- have to be shared.
In the end, what tools you choose still depends on your personal tastes. I like my tools discrete, doing only one thing and doing it well. I'll take care of the glue, thank you.
