This is where citc/ncc/dost-asti would come in.

I think having a FREE open-source eLGU system would attract even those
politicians that you have in mind.  This could give them media mileage,
public support, and maybe more votes.

It's enticing enough yes, but I doubt the demons in government would
bite anything that wouldn't give them a fatter purse. Tough luck.

The last time we dealt with government (particularly a certain
department and a local government unit) we practically had to really
argue for the move to open source. It was a slow, painful, move, and
sometimes people would curse you for it. People tend to disfavor any
move to change, even if its for the better, when they get accustomed to
something else.
