Sorry if this is old news to some, but I didn't see it pointed
out earlier.  Stories about this country or that state/city moving
to free software are not so unusual nowadays, but it seems still
quite rare for a Head of State to advocate OSS publicly.  The only
other one that I am aware of was the one about the President of Brazil,
last year:

According to the article, the President of India was a
former scientist, head of India's defense R&D, and "architect"
of its guided missile program; and that he met Stallman
during Stallman's visit to India in January 2004.

In contrast, if I understand correctly, the Philippine president's
position is more hands-off, "I cannot or do not want to dictate or
advocate or control", no?  Another case of too much "democracy" in
Philippines, not enough leadership/vision/political will?
