I don't see any problems regarding moving from Fedora to Ubuntu except that you'll be using sudo through your local account since root is not at all used by default. I never had any issues moving from SuSE back then.
You might want to try out the Live CD first and check it. The supported repos for Ubuntu are Main and Security. There is a third repo called "Universe" which is basically a collection of software that is not officially supported but maintained by community maintainers (usually Debian maintainers at the same time). Most of the dev tools are probably in Universe IMO.
