Depending on Laptop model, the power beep usually comes from the
motherboard BIOS and not the operating system.  You can either

1. mute the speaker (not really a good choice)
2. disable power beeps in BIOS. check for configuration entries like:

Beepa and Alarms
Power Beep
etc

Thanks. I usually have the speaker muted and plug in the headphones when I want to listen to something so as not to annoy anyone else in the room. That seems to work okay for me, since the mute goes off when I plug in the headphones.
