I assume that your VGA output is not activated when powering up your
PC. I might be wrong.

You could try a few things:
* check bios that you VGA out is not disabled
* when in bios - if there is the option - disable the other outputs
* connect and turn on the monitor before powering up the PC

That way, bios will know which output to activate.
