It worked for 66.0.3 (64-bit) on three versions of Ubuntu (18.04). But
it didn't work for my wife's machine (Win 7). Should it have?

Yes it should have worked. There might be another setting blocking that
one. The Mozilla article with above about:config was OS agnostic.
