Why are you trying to replace Windows98SE?  I usually find it best
to keep that, but go to the latest mainboard and CPU that still has
the right buses (ISA) in your case.

You can probably get this to still run in windows 2000, windows ME,
windows XP, or windows Vista (SIC, that is so broken I would
not even try it, but it does have a great deal of Win98SE
compatibility.)

You seem to be trying to go to very modern hardware, is there
some reason for that?

The Win32API is what Wine Implements.

Perhaps you should enumerate the design objectives your are
trying to achive and allow the list to make recomendations
on how to get to those objectives rather than asking if this
or that works.  Some of us have a good deal of experience with
making ancient stuff usable and continue to work despite lack
of manufacturer support.
