After installing it (which used com.gitlab.bitseater) I just did 'sudo apt install com.gitlab.bitseater.meteo,' and it installed fine. Not only that, but it found Portland, so now it is working. My only complaint is that the icon in the panel notification area only shows clouds/sun, and not temperature. I'll work on that later. And the Preferences still has no place for an api key, and the map isn't displaying properly.
