I've been unable to get sox to work with ulaw - I tried sox first. 'sox: wave header missing FmtExt chunk' > Insert obligatory plug for ogg instead of mp3 here. I'm assuming you > really do want mp3 for some real, if unfathomable, reason. My clients are mortgage & credit couseling offices via a browser. I have no control over their systems.
