I doubt it.  Even looking at used cards on eBay, they tend to
run a bit more than that.  If you're doing PATA (traditional
IDE), you can probably find something like a MegaRAID i4 for
somewhere between $100 and $150.  For SATA, you might find an
Adaptec 2610SA or its Dell-branded equivalent in the $125-$150
range on a good day.  I haven't looked for SCSI RAID cards for a
while, but they're likely to be more expensive.  (So, of course,
are the drives.)

Not with RAID 0.  You'd have to rebuild the array.
