No, it certifies that one is an official fancy wallpaper collector (aka dust collector) and/or aspire to similar endeavors.

Some people don't recognize genius for what it is, but instead look for risk-reducing features they can quantify due to the lack of confidence in their own intuition on what constitutes true genius, hence the need to quantify the definition and results with paper based proof in response to contemporary risk minimalization analytics (real or perceived). However, do not confuzzel this concept with the true need for base knowledge sets and/or *advanced* learning.
