Wordpress is everywhere and well known. It has many add-ons, plug-ins, themes and the wp-loop makes it easy to tweak if needed. It uses PHP and MySQL. Depending on your tastes, that might be good or bad. I personally use it, but I'm strongly considering writing my own.
