I'm not sure what tool comes with Mandriva, but I imagine it is likely using parted under the covers. I've used qtparted a number of times (3 or 4, methinks) to resize NTFS partitions and not once has it corrupted anything. As Bryant says, though, Windows will chew on it for a while the first time you boot it back up.
