Yeah but he wants to web enable an existing app.  Essentially turning an app 
into a server.

I highly recommend looking into Qt. The upcoming 4.4 release (due out in 
a couple months) is making great strides in the video arena with the 
Phonon framework. Phonon will provide a cross-platform interface to 
gstreamer, quicktime, xine, and other multimedia back ends which may be 
useful to you.
