That's most likely true. PHP is a web template system with a full
language tacked on. In order to compare it with another language's
web development solution, you have to learn both that language and a
web templating system/framework/whatever. There's a lot of options
there, so given the same amount of effort you put into learning PHP,
there are probably some that would end up being easier/faster and some
that would end up being harder/slower depending on the learning curve
and the amount of leverage you get from it.
