Getting back to the original question at hand:

It's not available on linux, but I've used both Sandvox (1) and RapidWeaver (2) to do exactly what you are looking for: drop-dead simple websites that anyone can manage.

My current favorite is Sandvox. (something is currently messed up with their website - it's usually very good) They both only run on a mac. (ducks the ensuing flamewar)
