Not related to storing encrypted stuff (though it's perhaps possible), but as far as a personal wiki, I've found mptw to be invaluable for tracking my day-to-day todos and notes. mptw = monkey pirate tiddly wiki It's an add-on to tiddly wiki that provides for extremely efficient tagging/cross referencing. It's synchronization features makes it very easy to store a copy on a thumbdrive and sync back to a main copy on a desktop. And, of course, you can publish it via http (of course if you're not familiar w/tiddly wiki this is the first thing that came to your mind already).
