You should look at the way EFF does it.  Though I've heard those form 
letters are less effective.  Jim Hansen told me that letters to the 
editor are very effective.  Maybe we need to get in contact with a 
staffer and find out what they say works best.  I know the house members 
often do return phone calls.  Bishop,Matheson, Chaffetz, Hatch, and Lee 
are the people we are trying to influence.  I think it's important to 
keep that in mind.

As for issues on a state level just call your state rep.  This group has 
shown that to be effective in the case of the law requiring people to 
password protect their router.
