The way i envision it any topic is fair game for discussion. People would just be notified of a new topic via an atom feed and then subscribe to the topic to participate in the debate. Im still trying to formulate a method for establishing consensus but any letter of consensus would likely bare the signatures of those who agree. Then again i think even that could be up for debate. The whole point is to be effective without being annoying.
