All right, you are right. It was working correctly. There is a 
different issue in play.

On the public interface, I can ping other things on the subnet, 
but not the gateway.

On the private interface, I can ping everything and it works as 
expected.

So, I am beginning to think that my ISP may be doing something 
bad here.
